Until now, replying to a customer who messaged you on WhatsApp through the API cost nothing. Since 1 October 2026, that is no longer the case. If your business runs a chatbot or an AI agent on WhatsApp, this change goes straight onto your monthly bill. If you only use the free WhatsApp Business app, it does not affect you.
Here is what has changed, what it costs in Spain using the euro rate card, and what you can do to avoid surprises.
What exactly has changed
Since July 2025, Meta has charged per delivered message rather than per conversation. There was one important exception: replies sent within the 24-hour window that opens when a customer writes to you, known as service messages, were free and unlimited. That exception is over, with one allowance in your favour:
- Each business phone number gets 1,000 free service messages per month. Unused messages do not roll over to the next month.
- From message 1,001, each service message is charged at the utility rate of the recipient's country.
- The charge applies whether a person or a chatbot sends the reply.
- According to the platform providers, utility templates sent inside that same 24-hour window are no longer free either.
- The 72-hour free window still applies when the customer starts the conversation from a click-to-WhatsApp ad or from the button on a Facebook page.
You can read the official terms in Meta's pricing documentation.
What it costs in Spain
The rate depends on the country of the customer receiving the message. These are Meta's euro rates for recipients in Spain (rate card effective 1 July 2026):
| Message type | What it is used for | Rate in Spain |
|---|---|---|
| Service | Replies to a customer who messaged you first | Free up to 1,000 per month per number; €0.0166 after that |
| Utility | Order confirmations, appointment reminders, shipping updates | €0.0166 |
| Authentication | Verification codes | €0.0166 |
| Marketing | Promotions, offers and re-engagement campaigns | €0.0585 |
These are Meta's own rates. If you work through a platform provider, it is common for them to add their own margin or fee, and taxes are extra. Ask your provider how the change will show up on your invoice.
Worked examples
What gets counted is messages, not conversations. A bot that replies in four short messages uses four units of your allowance; if it replies in one well-written message, it uses one.
- 800 service messages a month: €0. You are inside the free allowance.
- 3,000 messages a month: 2,000 paid × €0.0166 = €33.20.
- 10,000 messages a month: 9,000 paid × €0.0166 = €149.40.
Put like that, it is not an alarming figure. An agent handling around 100 messages a day comes to roughly 3,000 a month, or about €33, which is usually small next to the value of a customer. The change is not a reason to switch your chatbot off. It is a reason to know how many messages it generates and to design it carefully. Remember too that the total cost of an AI agent has several parts: Meta's fee, the cost of the AI model and, if you use one, your provider's fee.
Who is really affected
A clinic, a garage or a restaurant that receives a handful of enquiries a day will probably never exceed the 1,000 free messages. The businesses that will notice are the high-volume ones: online shops with a lot of after-sales support, companies running click-to-WhatsApp ads that generate hundreds of conversations, and anyone who has built an AI agent that chats at length before resolving a query.
Six ways to keep costs under control
- Measure first. Check with your provider or in Meta's business manager how many service messages you sent per number over the last three months. Without that figure, any estimate is a guess.
- Make each reply do more. One clear, complete message costs the same as a short one and saves four rounds of back-and-forth.
- Use the 72-hour window from ads. If you win customers through Meta Ads campaigns that open WhatsApp, that window lets you qualify the lead and move the sale forward at no per-message cost for three days.
- Review your utility templates. If you send several notices in a row about the same order or appointment, combine them into one.
- Segment your marketing messages. They cost more than three times a utility message. Sending a promotion to your whole contact list is expensive; sending it to people who can genuinely buy is not.
- Ask your provider for a breakdown. Have them explain which part of the bill is Meta's rate, which is their margin and how they count messages.
Frequently asked questions
Is the WhatsApp Business API free in 2026?
No. Meta charges per delivered message, depending on its category and the customer's country. Since 1 October 2026, service messages are free only up to 1,000 per number per month.
Does the free WhatsApp Business app charge as well?
No. The changes affect the WhatsApp Business Platform (the API), which is what chatbots, AI agents and CRM integrations use.
Are messages that arrive from a click-to-WhatsApp ad still free?
Yes. When the customer opens the conversation from one of these ads or from the button on your Facebook page, a 72-hour window with no per-message cost is activated.
How much does a service message cost in Spain?
Once you pass the free allowance, €0.0166 per delivered message, the same rate as a utility message.
